This folder is automatically created by Pegasus Mail the first time you 
run the program. It is intended as the destination for your "copies to 
self": other programs may refer to this kind of thing as an "outbox", but 
Pegasus Mail does things a little differently.

To create a copy to self, check the control labelled "Copy self" in the 
message editor. When the message is sent, a copy of the message 
will be placed in this folder.

The "Copy self" setting is "sticky" - so, when you check it, it will remain 
checked for the next message you send and so on, until you manually 
uncheck it. You can control this behaviour on the "Copies to self" page 
of the Pegasus Mail "Options" dialog (which you can find on the 
"Tools" menu).
